What is the Outstanding Schools Act?

The Outstanding Schools Act of 1993, a significant piece of education legislation, was a center-piece of the late Governor Mel Carnahan’s administration.  It established much of the policy that governs Missouri’s Schools today. It established or altered many of the items below.
